We are a registered contractor with Dubai Municipality, licensed to practice consulting and interior fit outs in Dubai. Licenses for these activities are only issued through the Economic Development Department by providing credentials for a qualified engineer who has taken the relevant examinations and courses. Dubai Municipality is the main authority that all contractors should be registered with.

Dubai Municipality Approval Process

Applications are submitted through the Dubai Municipality (DM) online portal. Our team will help you compile and upload all the required documents and drawings. We recommend preparing the documents for the application in advance and having it checked by our team to ensure a smooth process without delay. Once submitted, applications can be tracked online and are viewed within five working days. We'll receive a notification once the application is approved and can then download both the stamped drawings and the relevant permits. In case an application comes back with comments, an online meeting can be booked to discuss the same with a DM engineer. This service is especially helpful when applying for health or F&B industry permits as it helps speed up the approval process. Finally once everything is approved, we'll apply for an inspection of the site. Only when this inspection is passed and the certificate issued, can you start your business.

Dubai Civil Defense (DCD) Approved Contractor

We are a registered contractor with Dubai Civil Defense and are licensed to apply for fire safety equipment at sites. Licenses for these activities are only issued through the authority's Development Department by providing credentials for a qualified engineer and fire safety and first aid officers who have taken the relevant examinations, courses and training. Most buildings in Dubai require certified fire wardens to be present while construction is underway and request that all fire alarm work be done by the contractors.

Requirements to be a Dubai Civil Defense (DCD) Certified Contractor

Practice certificate from Dubai Municipality.
Qualification certificates attested by the UAE embassy/the Ministry of Foreign Affairs.
Experience certificates attested by the UAE embassy/the Ministry of Foreign Affairs.
Copy of the approved technician card.
Membership at UAE Society of Engineers.

Dubai Civil Defense (DCD) Approval Process

Prior to beginning the application, we will liaise with the building owner to understand the previous applications and building rules regarding the fire equipment. This process helps our team to understand both the time scale and the cost of work involved. During these checks, our engineer will also take into account all the equipment that you will be liable for going forward. These could include fire panels, server setups, and subscriptions. Once the quote and the initial drawings have been decided, our trained staff will make the final drawings for submission keeping DCD's key criteria in mind, e.g. any closed room must have adequate smoke detectors and sprinkler systems installed.
Applications are submitted through DCD's online portal. Our team will help you compile and upload all the required documents and drawings. Initial approvals are granted within 24 hours, allowing us to simultaneously apply for work permits from other government bodies like Dubai Development Authority, Concordia, Dubai Municipality.
Approval for the main application can take up to 14 days, however we will be notified once it's through. After which, we can download both the stamped drawings and the relevant permits. Finally, once all the work is completed, we will apply for a site inspection which can take up to 30 days to be confirmed. As we are well-versed in this procedure, we will apply for the inspection in advance once we reach a point where the site is safe and the finishing work underway. DCD also offers an express inspection option for a fee which takes up to seven days
to be confirmed.
It is important to keep in mind that site handover cannot be done without a completion certificate from DCD.

Trakhees - EHS Approval

We are a registered contractor with the Trakhees Civil Engineering Department, and are licensed to practice as consultants and contractors at the many zones across Dubai that Trakhees is responsible. These include Ibn Battuta Mall, Dragon Mart, and Jebel Ali. Environment, Health and Safety (EHS) is very diligent and only issues a certificate of approval once its convinced and satisfied with the competence of the company. At Janat, we have taken the required tests and inspections, as well as provided all the necessary documents (including a letter of understanding) needed to become a certified contractor for Trakhees.

Requirements to be a Trakhees - EHS Certified Contractor

A valid trade license with at least six months validity.
CVs of locally available staff (engineers/architects).
Proof of UAE residency (passport copy with visa page).
Attested copies of academic and professional qualifications/certifications.
Copy of quality certification.
Approval from other authorities.
Proven track record summary of relevant experience/other similar projects.
Proof of payment of registration fees.
Declaration of blacklisting/litigation with any local or international agency.
Local offices within the I-JAE.

Trakhees - EHS Approval Process

All applications are submitted online through the Trakhees portal and are very detailed to ensure little room for error in the future. Comments on the application are also shared online through the portal.
Applications take up to five working days to be approved.
In case an application is rejected, an online or site meeting can be requested to discuss the project in more detail.
When approved, we'll schedule an initial inspection of the site before starting any work.
Lastly, once the project has been completed, we'll apply for a final inspection to get the fit-out completion certificates.

Concordia - DMCC Approval

We are a registered contractor in the Jumeirah Lakes Towers (JLT) area and have been working with Dubai Multi Commodities Centre (DMCC) and Concordia for a long time. Concordia is responsible for checking and approving all the contractors and fit-out projects in the JLT area. As a policy, Concordia requires all the contractors to have health and safety certificates and adequate insurances in place before starting any project in their zone. It also requests contractors to provide a detailed letter of undertaking and fit-out deposit to secure individual projects. We have all the permits, documentation, and safety and security induction training required to start any project in the DMCC–Concordia zone.

Concordia - DMCC Fit-Out Approval Process

Application submissions are made manually at the Concordia JLT office, with the admin team who check the documents and drawings before submitting it to their engineering team. The initial submission may take up to five working days to be clarified and confirmed.
Once the drawings are approved, we'll prepare for a COC inspection which checks the common areas and site to ensure that proper health, safety, and protection procedures are in place. This process to get fit-out permits can take up to seven working days.
Once all the work has been completed, we'll then file for a final inspection which may take up to two working days. The fit-out completion certificates will be released on the same day as the inspection.

Dubai Electricity & Water Authority (DEWA) Approval

We have experience working closely with DEWA on a number of projects where we’ve had to add, move or reinstate either water or electrical supply. As a policy, only DEWA-approved contractors are allowed to apply for NOCs. DEWA also requires both electrical and civil engineers to be under the company’s license. DEWA Approval Process

All applications are submitted through DEWA's online portal. Our team will help you compile and upload all the required documents and a full set of MEP drawings.
Once submitted, the status of the application can be tracked online and notified through SMS and emails. It takes up to seven working days to receive a NOC from DEWA.
Once DEWA approves the technical drawings, we then submit an application for a technical field inspection.
Subject to approval, DEWA will then arrange installation meters and release the power connection, once the security deposit has been paid, which you can directly do through DEWA's online portal.

Dubai Development Authority (DDA) Approval

We are a registered contractor with Dubai Development Authority (DDA, previously known as DCCA) and are licensed to practice as consultants and contractors in Dubai. Licenses for these activities are issued by providing credentials for a qualified civil engineer and a detailed letter of undertaking, along with a deposit. DDA looks after many specific zones in Dubai including Media City, Internet City, Studio City, TECOM, Dubai Design District (D3), and Dubai Production City (IMPZ). It's focus is to elevate its services, guidelines, and standards to become a leader on a global level demonstrating competitiveness in cutting-edge transformation and excellence.

Sample of Undertaking (Which protects the Client)

The Contractor shall comply with all the laws, rules and regulations, and any other related regulations of the Authority as may be implemented from time to time.
The Contractor shall accept full responsibility and liability for the safe operation and construction of the Project.
The Contractor shall ensure that all sub-Contractors hired by him/her comply with the terms of this document.
Any dispute that may arise in relation to the project located within the Authority's jurisdiction, the Contractor acknowledges full responsibility and undertakes that any or whatever amounts or any issues being subject of any proceedings shall be binding among the Contractor without compromising, implicating and incriminating the Authority. The Authority is not an adjudication body for any dispute; instead it is an independent regulatory body with full, independent, and sovereign Authority.
This document together with the laws, rules, and regulations of the Authority governs the construction operation of the contractor on the Project. The Authority in the exercise of its administrative power shall enforce all the remedies available including eviction of the Contractor or revocation of the Contractor's permit in the event of any infringement of the terms of this document and any laws, rules, and regulations of the Authority.

Dubai Development Authority Approval Process

Application submissions are made manually with a trained DDA representative, who checks and discusses the application before putting it into the system. This personal approach helps with the submission as all documents and drawings are triple-checked for clarification. Once the application is submitted, it can be checked online for progress and comments.
The approval process usually takes three working day. Once the permit is issued, we then start mobilizing our teams.
If the project requires refurbishment or has a complicated build, DDA may request a first fix inspection. This helps highlight any issues that may be there and results in a quick completion.
Lastly, once all the work has been completed, we'll apply for a final inspection. This process is very quick and can be done within three days. Once this inspection is approved, a fit-out completion certificate will be granted which will allow you to start your business.

We are a registered contractor with Dubai International Financial Centre (DIFC), a leading financial hub of the Middle East, Africa and South Asia spread over approximately 110 acres. Registration with DIFC is based on providing the necessary documents and a detailed description of previous work experience. As per policy, requests for all types of fit-out need to be made through their online portal which is only accessible to DIFC registered contractors. The portal also gives access to important assets such as previous builds, drawings, and project history.

DIFC Approval Process

Before preparing the submission, we first meet the facilities management team of the project building to discuss the application and understand each individual building process. This gives a clear direction on how to make the submission.
All applications for construction work are submitted using DIFC's online portal. It takes three to seven working days to receive a NOC on the initial submission.
In addition to this, there are a number of other approvals required which include concept drawing application, shell and core application, and general works application.
After all the approvals are in place, we'll schedule an initial inspection of the site before starting any work.
DIFC may conduct surprise site inspections after the work has begun to ensure the work being done is as per the approved submission.
Once the project is completed, we'll apply for a final inspection to get the fit-out completion certificates.
